Training as a Factor in Industrial Relations

Tools Assumptions are always important in any statement with respect to industrial relations. The observations which are included here are based upon the assumptions that (1) we are a" agreed upon the desirability of seeking maximum efficiency in the utilization of our human resources—maximum efficiency con-sistent with the careful conservation of those resources; (2) that while our present system of private and public ownership and the spe-cialization of management is not perfect, it has more closely approximated this objective than any other system, so that we want to preserve and improve it.
