Dr. Frank P. Graham, head of the Defense Manpower Administration in the Labor Department, intimated yester-day that the Government will oppose any proposal from business calling for the abolition of premium pay for over-time. Fie spoke before concluding ses-sions of the Eastern States Conference of the National Association of Training Directors in the Plaza Plotel.
