The Miami-Dade County Park and Recreation Department (MDPR) is one of the largest municipal park systems in the United States. In October 2007, the new MDPR director invited more than 40 senior and mid-level managers to a full-day retreat at the historic Deering Estate at Cutler Bay. The purpose of the retreat was simple: establish a clear direction and set of priorities for the department.
