Residents of the Washington, D.C., area are used to challenges getting to work. Special events create traffic snarls, both on and below ground. In addition, weather hampers travel—think of not only Snowmageddon, but also severe heat. As Beth Cobert, acting director of the Office of Personnel Management, wrote in a July 22, 2016,
memorandum, "During days with severe heat and humidity, agencies are reminded of OPM's workplace flexibilities that may be used to reduce health risks.&q
