As public sector institutions grapple with the challenges associated with cost containment, streamlined processes, and value-added deliverables, performance improvement techniques commonly used in private enterprises are being implemented by top management within public institutions. This case describes how one manager's vision and commitment to ongoing professional development of his staff resulted in process mapping, a performance improvement tool rooted in business and industry, to proactively plan and analyze the redesign of the university's procurement process.
