Deadra Welcome is the CEO of Concerning Learning, LLC, a consulting firm that is committed to creating actionable learning experiences that lead to performance improvement. Concerning Learning's mission is to revolutionize the learning and performance profession to enable practitioners and leaders achieve excellence and maximum results. 

In addition to owning her own company, Deadra is the Training Program Manager for the Office of the Secretary (OST) Office of the Chief Information Officer (OCIO) and is responsible for managing the program to ensure that the OCIO workforce has training and staff development to effectively support the Department of Transportation’s Information Technology (IT) governance and resource management. 


Ms. Welcome brings more than 25 years of experience as a learning strategist, business partner, program manager, performance consultant, facilitator, and instructional designer. Ms. Welcome served at the Census Bureau, U.S. Department of Energy (DOE) and Federal Aviation Administration (FAA) in various capacities. She is a Certified Professional in Learning and Performance (CPLP) and Certified Performance Consultant.


Ms. Welcome also is a volunteer with the Metro DC ATD Chapter and currently serves as the VP of Learning. She has also served as the Director of Special Interest Groups (SIGs), Director of Professional Development, Mentoring Partnership Program Manager and on the Advisory Board. In addition, she has served in roles to support National ATD in the following roles, Field Editor for ATD Links electronic newsletter, and ATD Volunteer Coordinator for the ATD Leaders Conference (ALC) for 2013 and 2014 as well as a member of the ALC Program Advisory Committee (PAC).


As a published writer, Ms. Welcome wrote the Using Passion to Become a True Business Partner for the July 2011 edition of the ATD’s T+D Magazine, served as a Featured Blogger for GovLoop, and a guest blogger for the ATD Government Community of Practice.  She has been a guest presenter for Bowie State University, ISPI-Potomac Chapter, and NFBPA, CBODN Government SIG, and Next Generation of Government Training Summit, and the Training Officer’s Consortium (TOC) Annual Institute.
