Jackie Hallstrom
ABOUT ME

Jackie has over a decade of Learning & Development experience in both designing and delivering training programs and HR learning management system(LMS) implementation and administration. At Seattle Public Utilities she is responsible for the design and implementation of the New Employee Onboarding program, the Professional Development program, and Leadership Development. She is the project lead in designing a competency framework for all employees at SPU. She is also a Cornerstone LMS administrator and a career coach at the City.

In the course of her experience Jackie has also developed career pathing, built competency models and designed training paths to help employees develop in place and attain skills to be promotable or change careers. She has also led the selection and implementation of an LMS, from requirements gathering through RFP and implementation, both employee and customer facing; including the ongoing maintenance and sustainability and leading a team of instructional designers to develop customer facing eLearning content utilized for employees, as well as curating learning for both employees and customers. She has developed and sustained 360 Feedback programs, and worked on teams to design a performance management and review program that works.

Jackie has also represented Seattle Public Utilities and Seattle City Light learning communities at citywide inter-departmental task-forces, broader regional committees, and utility industry professional learning forums. Over the course of several years, she has facilitated many sessions at each. Jackie is also an active participant in the Race and Social Justice initiatives at SPU, working on teams to both build her own awareness and to grow the knowledge and skills of all employees.

Holding certification from the University of Washington in Adult Learning and Training Development, she has served on the board of her ATD chapter, ATD Puget Sound, for several years. She also holds certifications in Competency Framework Design (KornFerry), Learning and Development Consulting (ATD), and is currently working on certification in HR Data Management and Analytics (Wharton School of Business). 

In her free time Jackie teaches cooking classes to low-income children to combat hunger and poor nutrition and has directly impacted the lives of over 20,000 low-income children and teens in the Puget Sound region with her range of volunteer work. Many of whom have even written her letters of appreciation as they've become adults over the years.
