Career development tracks

A new project is going to be launched in my company with the objective of building the learning tracks and ladder for the whole organization.

The project team will build the learning requirements for each department and for each organization level.

This requirements cover the behavioral, technical and academic competencies and translating them to learning topics and tracks.

Now, I need your advices in building such framework in your organization'. What are the relevant best practices. What to start with. What to avoid and so forth.

From a personal perspective, coming from a larger company with a long ladder, 1. Please make competencies (and how to achieve them) transparent, and 2. Don't offer a fake career development track. I found out after years of working to achieve a certain level that, although it was in the handbook, it didn't really exist for my job type. That crushes morale.
