Developments in local legislative scheme involving the deeper reorganization of local public sector from the Law 57/2003 of December 16th.
The evolution of the social and economic context in 2010-2014, as well as guidelines on economic, monetary and fiscal policy has developed and driven the European Union, have been marked to the legislature, in a clear line aimed at reorientation of the role of local authorities, within a public sector itself framed in territorial and administrative decentralization of an autonomous state that, to date, shows a clear need for reconfiguration and rationalization aimed at achieving the highest level of efficiency and quality in ordinary administrative action, and, consequently, in the provision of public services.
The planning and management of human resources at the local level have also been affected by these reforms, whose impacts will be analyzed in this article.
