Pencil Whipping Training Verification

Hi all. I suspect there may be some pencil-whipping of training going on in our organization. It may have been historical or not. The evidence is in that experienced folks don't always seem to know what they should even after some years of experience. Given that there's a need to use our supervisors and others to do site field training - they're the experts after all - I'm wondering how to break that cycle. Any advice?
