Anne Joseph O’Connell is a professor of law at the University of California, Berkeley. She has a PhD in political economy and government from Harvard University and a JD from Yale Law School. Her research includes such topics as the qualifications and tenure of agency officials, vacancies in agency positions, patterns of agency rulemaking, and agency design and reorganization.
