James P. Pfiffner is a professor and director of the doctoral program in the School of Public Policy at George Mason University. He has written or edited 12 books on the presidency, public administration, and national government. He served on the staff of the National Commission on the Public Service (Volcker Commission), and is a member of the National Academy of Public Administration.
