Jennifer Shapiro is a director of training and technical assistance at Manhattan Strategy Group. She is an experienced change leader with more than 20 years of experience leading training and technical assistance projects totaling more than $45 million at the federal, state, tribal, and local levels. Her career has centered on designing and delivering relevant, tailored, high-quality L&D opportunities that build staff capacity and strengthen business processes.

Using principles of adult learning, implementation science, behavior change theory, and evidence-based practices, Shapiro collaborates closely with clients to assess their training needs and develop a comprehensive plan to achieve their desired outcomes. Shapiro’s organizational expertise includes program design and implementation, strategic planning, project management, business process improvement, organizational change, needs assessments and gaps analysis, key performance indicators, and partner engagement. She has designed and delivered a variety of training activities, including communities of practice, peer-to-peer learning, conferences, curriculums, on-demand professional development courses, webinars, podcasts, and products.

In her current role, Shapiro leads the TTA Academy, which strengthens staff capacity across market groups to ensure streamlined and coordinated practices for designing and delivering training and technical assistance for clients.
