Julia Phelan, PhD, is the cofounder of To Eleven, an innovative education consultancy firm focused on optimizing learning outcomes. Phelan believes that effective learning strategies can help build a strong workplace learning culture and increase business performance. Phelan has a PhD in education from UCLA. Prior to cofounding To Eleven, Phelan spent more than 20 years as a senior research and learning scientist at UCLA’s National Center for Research on Evaluation, Standards and Student Testing (CRESST) where she ran many large-scale national research projects. Phelan is passionate about making learning science research and practice more accessible and applicable in the real world.

Phelan also serves on the Big Brothers and Big Sisters of America Post-Secondary Advisory Committee, teaches for the UCLA Extension program, and is an advisor for the National Laboratory for Education Transformation. She is the author of many peer-reviewed journal articles and book chapters and regularly presents at conferences.
