Larry Mercier is president and founder of Knowledge Engineering and Associates, a talent management consulting company. Prior to that, he served a combined 30 years in the civil service, active duty, and U.S. Coast Guard Reserves. Mercier retired from the Office of Personnel Management in 2005.
