James Trinka
ABOUT ME

 

Jim Trinka is an accomplished Senior Executive and Consultant with more than 30 years of success across the human resources, learning & development, government, defense, and military sectors. Leveraging extensive experience driving organizational effectiveness to deliver outstanding business results for multiple federal agencies, he is a valuable asset for companies in need of expert guidance in areas of change management, new missions, new strategies, or executive coaching. His broad areas of expertise include employee, leadership, and organizational development; process improvement; coaching; program management; international affairs; and aviation operations.

 

Throughout his executive career, Dr. Trinka has held leadership positions at organizations including the U.S. Department of Veteran Affairs (VA), Signature Resources, the Federal Aviation Administration (FAA), the Federal Bureau of Investigations (FBI), the Internal Revenue Service (IRS), and the U.S. Air Force. As Chief Talent Management Officer in the Office of Information & Technology at VA since 2014, he develops, implements, and manages an award-winning talent management program designed to build and sustain a high-performing IT workforce to serve our Nation’s Veterans. This includes the Project Managers of Technology program to hire, transition, and train returning veterans into careers as IT specialists and project managers. The organization he leads won four prestigious awards in the last two years: Excellent in Practice, Government Information Security Leadership, Corporate University Best in Class Leadership Development, and Managing Change Silver Awards. He has also been an Associate with Signature Resources since 2004, where he consults to both private and government firms in areas of survey analysis, employee engagement, and leadership development. He previously spent six years as Director of Training and Development with the FAA, where he implemented an integrated workforce plan to hire and train 8,000 new air traffic controllers from 2006 to 2012. Here he received the ATO Leadership Award for outstanding oversight of controller hiring and training in 2007. This followed two years as Chief Learning Officer with the FBI, where he managed the FBI Academy for special agents and other training operations. He earlier worked for five years as Director of Leadership and Organizational Effectiveness with the IRS, earning the agency’s Commissioner’s Award in 2002 and 2003. He honed his leadership skills during a distinguished 22-year career with the Air Force, where he rose to Lieutenant Colonel.

 

Jim holds a Ph.D in Political Science & International Relations and a Masters of Philosophy in Political Science & International Politics from The George Washington University, a Masters of Science in Aeronautical Science from Embry Riddle Aeronautical University-Worldwide, and a Bachelor of Science in Engineering Mechanics from the United States Air Force Academy. He has served as Vice President of the Kingstowne Residential Owners Association, a community of 5,000 homes and more than 15,000 residents.
