Cell Phone Use for L&D - Stipend or Reimbursement?

Hi! We’re revisiting our mobile learning and access strategy. We're interested in learning whether anyone is providing a stipend or reimbursement for managers who use their personal mobile devices to access operational systems and/or training courses.

In my previous position the option was to allow the agency to provide & pay for the phone, or receive a $35 stipend to pay for using a personal phone.
