Innovation within the government must occur even in—if not especially during—this age of austerity. Developing new IT systems, designing new risk-based systems of regulation, and building new electronic Freedom of Information Act (FOIA) systems are just a small sample of the types of new capabilities demanded by agency heads and Congress.
