Coming Up Short

For decades, industry and business leaders have been talking about how an acute skills shortage threatens their ability to compete. In fact, after touring a job-training center for workers at AT&T and Lucent Technologies some 20 years ago, US President Bill Clinton said, "We have to create a situation in America where people can keep on learning for a lifetime, without regard to where they live, what their job is, what their income is."
