Most talent development professionals have inherited or built an onboarding process that works hard to cover the basics. But it often evolves function by function: HR manages paperwork. IT provisions equipment. Legal oversees policies. Each function executes its own checklist.

Yet weeks later, new hires hesitate amid a patchwork quilt of tasks. Consistent with years of research on onboarding shortfalls, a Software Finder survey of more than 1,000 employees hired within the previous two years found that only 27 percent believe their onboarding prepared them very well or extremely well. The problem persists even in organizations with mature HR information systems, because such platforms can sequence tasks without designing the experience those tasks are meant to create.

The issue is rarely a lack of content. It is design. Employers make explicit and implicit promises during recruitment about the role, the culture, and the conditions for success. Onboarding carries the responsibility of fulfilling those commitments.

When no single owner is accountable for that end-to-end experience, the new hire absorbs the seams between systems. Treating onboarding as a product with a clear customer, defined outcomes, and iterative improvement is what transforms the experience from fragmented to designed.

Product-oriented onboarding applies the principles of user-centered design to the new-hire experience. A product mindset shifts the approach from task delivery to customer-centric design.

Rather than organizing onboarding around internal functions and their deliverables, TD leaders immerse themselves in the new-hire’s perspective: What they see, hear, and feel and what friction slows early performance. While the TD function can own the experience architecture, operationalizing it requires partnership with managers and key enterprise stakeholders.

Why it works

Onboarding is where companies either fulfill or break the employee value proposition. That fulfillment depends on coherence across four dimensions: activating resources and rewards, clarifying expectations for the role, building connection with teammates, and fostering belonging in the organizational culture. If employers underserve any dimension, the consequences compound in the form of delayed contribution, declining engagement, and early attrition.

Without a product lens, friction accumulates in piecemeal ways. New hires receive overlapping automated emails with no shared sequencing. System access stalls because nobody prescribed the prerequisite steps. Tasks multiply without consideration for cumulative workload. Essential tasks, such as benefits enrollment, carry the same apparent urgency as asynchronous course viewing. When everything carries equal weight, new hires cannot distinguish what to do first.

A product mindset forces accountability for cross-functional coordination. It treats friction as a design flaw rather than an inevitable cost of organizational complexity and creates a feedback loop: New-hire experience data flows back into design decisions, enabling continuous refinement rather than annual overhauls.

Map the end-to-end journey before designing any content. Plot the new-hire experience from offer acceptance through the first 90 days. Include every touchpoint: welcome communications, system provisioning, benefits enrollment, payroll, manager introductions, and orientation sessions. Identify which function owns each touchpoint and where gaps or redundancies exist.

Ground the journey map in the ideal experience for the new hire, not the constraints of the HR information system. That requires TD and IT to partner on configuration, aligning the system workflow to the designed experience rather than the reverse. When TD engages IT as a design partner rather than a ticket recipient, system configuration serves the customer journey instead of constraining it.

Conduct empathy research with recent hires. Brief empathy interviews with new staff surface friction that internal stakeholders cannot see. Structured around what the recent hire saw, heard, felt, and needed, the interviews immerse designers in the customer’s lived experience and reveal where the onboarding journey broke from the promise the company made during hiring.

In “ Onboarding: A Key to Employee Retention and Workplace Well-Being ,” Pilar Mosquera and Maria Eduarda Soares note that new hires value introductions to well-being programs and welcome messages from corporate, team, and managerial levels. Companies across industries have used Dave Gray’s Empathy Map protocol to elicit awareness about those kinds of customer needs.

Define experience metrics that reflect clarity, confidence, and contribution. Onboarding teams should measure what matters to the new employee. Leading indicators (such as day-one readiness rates, 30-day role clarity scores, and time to first independent deliverable) replace lagging metrics (such as early attrition), which arrive too late to inform design adjustments.

Build iteration into the operating rhythm. Review experience data at 30 and 60 days to identify breakdowns in access, expectations, or connection. A single missed paycheck or a delayed credential can disproportionately shape a new hire’s early experience. Product thinking surfaces those risks upstream and treats each cohort’s experience data as input to the next iteration.

Artificial-intelligence tools can accelerate the cycle by simulating the onboarding experience across personas (new hire, promotion, role switch) before launch, exposing assumptions about sequencing, access, and communication.

Employers that apply a product management approach report earlier identification of friction and a more tightly woven continuity between the hiring promise and the lived experience.

According to Insight Global’s 2025 Employee Sentiment Report , 80 percent of workers reported that they would stay longer in a role if they had better onboarding. In addition, researcher Talya Bauer and colleagues confirmed through a meta-analysis of 256 studies that intentional socialization predicts stronger new-hire performance and retention.

When the onboarding experience matches the promises employers made during hiring, organizations deliver something new hires rarely encounter: an experience designed from whole cloth, not stitched together after the fact.

Cross-functional ownership map. Document which function owns each onboarding touchpoint. When ownership is unclear, gaps and conflicting messages land on the new employee.
