Technological, generational shifts are behind the need for increased focus.

To better understand the world's talent, the World Economic Forum used four areas around human capital development—capacity, development, deployment, and know-how—for its analysis underlying The Global Human Capital Report 2017. For the purposes of the report, capacity is the level of formal education of different generations resulting from past educational investment; development is the formal education of the next generation of workers, along with upskilling current workers; deployment consists of skills application and accumulation among adults; and know-how is the depth and breadth of specialized skills that we use at work.
