In 2011, the city and county of Kaohsiung in Taiwan merged, expanding the population under one governing body from 1.5 million to 2.8 million. Funding for training initiatives did not increase by an amount proportional to the size of the new government, causing the city to search for innovative ways to cut costs while still providing training to its expanded workforce.
