Behavior change is the gauge HR finds most useful in measuring its leadership development initiatives. That finding is from DDI's HR Insights Report 2025: Global Leadership Forecast, which presents survey results from nearly 10,800 leaders and approximately 2,200 HR professionals. Other metrics HR uses include talent outcomes from learning programs, such as employee engagement, turnover, and retention; learner engagement; learner progress over time; and return on investment.
