Though private sector learning leaders usually have more flexibility and can act faster to develop or purchase learning initiatives, federal program managers and training directors who make talent development decisions have one advantage: They can use the lever of shared services to heighten the impact of their talent development dollar. In addition to creating learning assets themselves or buying them from a supplier or contractor, federal learning leaders increasingly have the option of sharing.
