In a resource-constrained environment, with a workforce in more than 75 countries, the International Trade Administration (a bureau within the U.S. Department of Commerce) has been challenged as it seeks to develop, retain, and optimize its workforce. In addition, Federal Employee Viewpoint Survey results during the past few years reveal employees' persistent desire for more career, personal, and professional development opportunities. Consequently, ITA is focusing on actively supporting employee development in more creative and innovative ways than ever before. One way it's done so is by implementing a new development approach—its Talent Reserve Force (TRF).
