Early in my humanitarian career, I watched a well-intentioned leadership development program go wrong. A German expatriate HR manager encouraged Iraqi national staff to “be a leader”—in other words, speak directly to their supervisors and challenge a major supply-chain mistake. From his perspective, that was good leadership: assertive, accountable, and solution oriented.
