A recent survey titled "Federal Human Capital: A Perfect Storm," conducted by the federal government conducted by the organization Partnership for Public Service and the consulting firm Grant Thornton LLP focuses on transferring the responsibilities of running the government from baby boomers to the next generation. 40 percent of current federal employees will be retired by 2016. Chief human capital officers (CHCOs) are offering leadership development programs within their agencies to identify and training employees with leadership skills to ensure responsibility.
