Development programs often are designed with the organization's—and not the learner's—objectives at their core. However, this organization-centric design approach overlooks the fact that no program can achieve return on investment if it is not designed with the learner's personal goals in mind as well. Without learner buy-in and engagement, no development program can truly succeed.
