Tools at the Right Price, Whatever Your L&D Role

How many of you have worked for an L&D department that had an unlimited budget to purchase learning tools? I am guessing not many of you would raise your hand to that question. When I present my sessions on free or low-cost learning tools at L&D industry conferences, not many people in the room raise their hands either.
