The desire to create public value is at the core of every federal agency. Developing leaders in the federal sector adds value because it equips people with the skills and knowledge they need to achieve their missions. Supporting agencies in reaching their leadership development goals is more critical now than ever.

Most agencies will not be hiring many new staff in the future; in fact, we can expect a continued erosion of the federal workforce. Agencies cannot afford to be without a succession
