When George Washington became the nations first president, he began with four federal departments and 12 employees. Since then, the federal government has added new organizations, but undertaken only a few successful reorganizations. The main reason for this is that the federal government, like all governments, is a political institution. And politically it is easier to add organizations than to reorganize or eliminate them.
