Thats the major headline to emerge from a recent report published by the Partnership for Public Service (PPS) in conjunction with consulting firm Booz Allen Hamilton (BAH). The report, Unrealized Vision: Reimagining the Senior Executive Service, examines the state of the governments senior leadership corps 31 years after its creation.
