In his 2011 State of the Union address, President Obama complained that a reorganization of the government hadnt taken place since the age of black-and-white TV. Just a few weeks earlier, he signed into law the Government Performance and Results Act (GPRA) Modernization Act. These two events may seem unrelated, but they shouldnt. If we were asked to choose which initiative would have the greatest impact on the future governments performance, we would likely pick the implementation of the new GPRA Modernization Act, which focuses on how government is set up to work and how results are measured as opposed to the shuffling of departments, agencies, or programs anew.
