Virtual Reorganization: Results Mapping and Collaboration

Experience has amply demonstrated that structure clearly matters. Well-organized, coherent, and integrated agencies are more likely to be efficient and effective than those that are poorly structured and have fragmented programs. Reorganization is hard, time-consuming, and costly work. But, in the end, it can be worth the effort and result in higher performing government.

However, experience also has shown that structure is neither the final nor very often the most important determining factor
