ATD, South Korea Unite to Support the HR Management Civil Service Community

The Association for Talent Development expanded its support of the talent development global populace by creating a strategic partnership with South Korea’s HR civil service community.

(Alexandria, VA), December 15, 2022—The Association for Talent Development signed a Memorandum of Understanding (MOU) with the Ministry of Personnel Management (MPM) of the Republic of Korea on December 14, reinforcing the importance of human resource management (HRM) in South Korea and ATD’s continued commitment to the global learning and talent development community.

This strategic collaboration will help strengthen and support HRM in South Korea’s civil service community by sharing research, resources, tools, knowledge, case studies, and benchmarking data.
ATD’s expertise in the civil service arena includes an annual government workforce conference that is designed to share human capital and talent development best practices, emphasizing practical application and implementation across government, and advocating for workforce development resources and initiatives for the public sector.

“We are honored to share knowledge and expertise from the MPM with ATD’s global talent development community,” said Tony Bingham, ATD President and CEO. “We look forward to continued collaboration with MPM as we work together to develop the knowledge and skills of the civil service community.”

The South Korean HRM community has a longstanding 20-year history of support for ATD. The Human Resource Development (HRD) System, a division of MPM, promotes the learning organization of the public service in response to the needs of the knowledge-based and lifelong learning society. This partnership aligns with MPM’s mission to support and invest in civil service employee development.

“We welcome this MOU opportunity with ATD, which has the largest network in the world,” said Kim Seung-ho, minister of MPM. “We hope that this will be a step forward to internationally publicize the Korean government's HRD policy and notable HRD platform.”

The two groups will collaborate on sharing best practices for HR development, recruitment, and performance; talent development public policy; and technologies to maintain an effective and efficient civil service.
