Dr. Treca Bourne, CPTD is a talent development leader, adjunct professor, and author who focuses on creating usable, navigable talent pipelines that power workforce capability. She designs and stewards learning ecosystems, capability‑building pathways, and organizational practices that help people build the skills and readiness needed to perform in complex environments. As a talent development leader for one of Virginia’s largest public behavioral health agencies, Dr. Bourne oversees learning strategy, capability academies, leadership development, and the operational conditions that support performance and growth. Her work reflects a commitment to clarity, usability, and the practical realities of how people learn and work. She is the author of Before They Even Apply: The Hidden Usability Crisis Shaping Access in Community Colleges, which examines how design decisions within admissions systems influence access to education and career pathways. As an adjunct professor of information systems management and first‑year experience, she teaches and mentors emerging professionals while advancing conversations about talent development, systems, and organizational effectiveness. Dr. Bourne also writes The Clarity Lounge, a monthly newsletter offering insights on talent pipeline development, access, and usability.
