Dr. Treca Stark Bourne, CPTD is committed to developing work-ready talent. She is currently serving as the Talent Development Leader at Fairfax-Falls Church Community Services Board, where she plays a pivotal role in steering efforts to develop staff for the largest publicly funded behavioral health care provider in the Commonwealth of Virginia.
Dr. Bourne’s career is defined by her remarkable influence in cultivating thriving people and places, which she has done in health and human services, higher education, and professional services settings. Notably, she has spearheaded talent development experiences focused on career growth and performance improvement, such as the CSB’s Leadership Institute and LEAD WELL Programs, the latter for which she was honored with the prestigious Living Well at Work Award by Fairfax County Government and recognized by Senior Executive Media. Her repertoire of successes also includes orchestrating an impactful DEI&B Culture Assessment and Implementation Campaign and leading various other transformative initiatives where talent development played a core role.
Her expertise has earned recognition from esteemed institutions and brands such as the Association for Talent Development and Talent Management, solidifying her reputation as a trailblazer in talent development. Dr. Bourne holds a Doctor of Education from Morgan State University, a Master of Education from the University of New Orleans, and a Bachelor of Arts from Loyola University New Orleans. Along with several other certifications and certificates, she is a Certified Professional in Talent Development.
