Measuring Performance Reporting Quality

The Government Performance and Results Act of 1993 (GPRA)

requires federal agencies to develop strategic plans, identify how

they will measure outcomes, set annual performance goals, and

produce annual performance reports. Between 2002 and

2007, most agencies produced annual performance and accountability

reports (PARs) that combined performance and financial data.
